Open to freshman or transfer pre-majors from either the defined 42-county geographic region of East Texas (see below), or from Tarrant County, with a 2.5 or higher GPA. Applicants must submit a written statement of need for financial. Must be currently enrolled for a minimum of 12 semester hours and have intentions of becoming a News-Editorial major. Tinsley was an executive editor for the Fort Worth Star-Telegram. He worked at the newspaper for more than 40 years.

Deadline: March 2013 - applications for next year's scholarships will be posted in January 2013.

Preference will be given to applicants who come from the Pineywoods area, herein defined as Angelina, Nacogdoches, Tyler, Polk, Trinity, San Augustine, Houston, Anderson and Cherokee.
